It's doing that because the piece of code that hides it has been removed or it is being blocked from executing. That bar is supposed to be hidden. That bar is the actual Google Notifyer program. That’s how the Notifyer stays running in the background. There are many programs that do this. I have a program to unhide these hidden programs but its no super wow when you unhide them, there usually just a blank bar like that one or a blank form.
