no they are not, after a terrorist attack, the people involved in the attack will have similar needs. Terrorists work in very unpredictable ways, the use of biological weapons could mean that all water and food within a city is unconsumable, and the government would need to evacuate the area and make sure there is clean water and the people have access to food.
Furthermore, with a terrorist attack, there will be no prior warning and people will be worried that a second attack could happen imminently increasing the fear. At least with Katrina, people had plenty of warning and we knew very roughly what to expect
