RE: Welsh Translation
The english template is indeed the file DefaultLg.dat located on the resources folder. You should create a copy of that file and name it with your language name, for example "Lang_Welsh.ini".
Then you must edit that file and follow the instructions written on the translation guidelines (http://files.msgplus.net/data/TranslationGuidelines.doc)
Using Choli's Tool is not a good idea for a first time translation not only because you won't read Patchou's instructions on how to translate specific lines, as well as even locating them on the software.
