What you're talking about is the recovery console I guess? It's not a DOS prompt at all.
Afaik, and I have been working with XP for a while now on ~300 machines, there is no way to get to a DOS prompt via the CD or Windows quite simply because it is built on the 'NT' technology and has it's own kernel drivers as opposed to Windows 98.
