That means Microsoft has invited you, not someone else

I'd say the last Microsoft feels you're very special going by the email address of the sender. This is the address Microsoft is using for sending out invitations to potenial beta testers

Officially no. The Beta chats are only for the members of the Managed Windows Live MEssenger Beta.
