Yes, but they did choose to make it a public beta. What matters is whether or not you want to use it!
The entire point of making it public is so that people who WANT to use it can use it without having to go threw the proccess of getting into the beta (Not to mention to get more users using it). But as CookieRevised said, it should only be used for those people who know advanced computing.
