They might be... but minimum system requirements given by companies/developers are way of so many times. Never rely on them too much.

I personally have a AMD Athlon XP 2600+ CPU/1.5GB RAM and even I can clearly notice WLM is slower than 7.5. WLM just sucks by using lots of reacources on every pc :(.
