Yes, as far as I can see, the scripts folder is missing.
First, exit Windows Live Messenger if it's running.
Now create a new folder called 'Scripts' in in the 'Messenger Plus! Live' folder, and you should be able to import scripts again.
(just In case you don't know how to create a new folder: On the Menu bar select File > New > Folder )
