Actually there is a structure in msgslang.dll, it just ain't simple. So, in theory it should be possible to build a program to translate msgslang.dll. Skills are needed, though.
Seems there aren't a lot of those who are willing to translate WLM, so i guess there isn't anybody who could make some tool for it.
