Well, i'm going to move everyone into a "suspended posting" usergroup and send out the email.  So, basically, once you receive the email, you just click on a link and your moved into a group that gives you full priveledges again.

If your email bounces for some reason, a forum staff member will be able to move you manually after varifying the email address.
