What software does she use for that? Typically, voice doesn't require much bandwidth, which makes me wonder if that is even the problem... How fast is the shared connection?
Voice call quality can adapt to available bandwidth. So, if you have a 100000/100000 kbps connection, the voice might use 200/200 kbps, but if you only have a 100/100 kbps connection, then the voice will make do using 90/90 kbps only.
Also, things taking a century to load might be caused not by having no download bandwidth left, but only no upload bandwith left, and just freeing up a small amount is all that is needed.
