This laptop? Is this your own laptop? Did you (or your parents) buy it, or did school buy if for you?
If it isn't technically a school laptop he has no right whatsoever to keep it. Take your parents to school and demand your things back

Where is the dodgy part? 10 minutes is enough to take a look at a PC and see what it runs. But more likely, I think they didn't even turn on your laptop in the first place... taking your stuff is just one of these lame methods to punish students. The idea is probably that you get it back together with a long boring story on how evil you are and that you should never do it again.
