Enabling POP3 (you must enable it) for Yahoo is free, also for free user accounts.

As for hotmail, that doesn't offer a free POP3 service. But you can use some additional program, like mentioned by
dreaded, to gather email from Hotmail and simulate a POP3 account for it on your local computer (although, I personally don't find it worth the trouble and resources).
