I notice that your original configuration includes a retail boxed CPU and a Zalman cooler. There's nothing wrong with that if you want the Zalman for the right reason, but in case you didn't know, Intel retail boxed CPUs come with an adequate cooler already.
You should only upgrade from the stock Intel cooler to Zalman if you are after lower noise levels. Zalman specializes in quiet cooling. However, if you want to build a silent PC, you should also choose an appropriate case and a silent power supply. If you are after better cooling, i.e. if you plan to overclock, then you will want to upgrade the stock Intel cooler, but with something else.
For a basic computer, not optimized for either silence or overclocking potential, just keep the stock cooler and save your money.
