A quick format merely 'deletes' all files. By this, it empties the File Allocation Table, so while the files still exist, there's nothing to say what they are or where. However, some data recovery software can piece together files whose FAT entries have been lost or corrupted.
A full format zeroes all data on the disk, destroying everything.
