Please make clear that, from where you are deleting those contacts? From your contact list? Or from your Allow or Block Lists?
Messenger normally doesn't allow you to delete the contacts from the Allow&Block lists unless they delete you from their own contact lists. But you can delete all contacts from those lists with some helper programs like Noroom's ListManager. And when you delete them from those lists, Messenger will prompt you to choose whether you want to Allow or Block them in the first sign in, but normally you don't have to add them to your own contact list. Because it is a check box, so you have the choice not to check it. But I don't think you have ever used that List Manager program.
I guess the problem with your account. Before explaining it, can you read
this thread and try the solution method there. I believe it will solve your problem. I am waiting for your good reply.
