Not really. The PS3 has 7 cores - one is disabled at factory to increase processor yields - this may be changed when they move to a 45nm process, but I'm not sure. A further core is reserved for use by the XMB.
In theory, the 360 has 3 cores with 2 hardware threads per core (it's kinda like hyper-threading, but implemented better than on the P4) but the PS3 has 6 cores.
Also, the Cell architecture has in theory a much faster instruction set for a floating point number (but not for a double), but it's just that people don't really want to have to code assembly when making games. (Admittedly I believe the Cell compiler can make several optimizations in this respect if used properly.)
