I havn't installed or uninstalled anything for it to stop working. I checked the file and it was 0kb. Also, because I am running Vista I can't copy another version of the file in there.
I used sfc /scannow, but it said it found a corrupt file but couldn't fix it. I checked the log and it was ntshrui.dll.
I think it has also messed up a few of my shortcuts.
Does anyone know how to tackle this?

just because it says "access is denied" doesn't mean you can't do it
go into the permissions, make yourself the owner of the file, and give yourself permission to delete it.
