It's more than likely Microsoft withdrew the feature because they were afraid people would set "bad" sounds. I don't use 9 yet, but I think yuo can still set your own sounds for your contacts; this I think is much better than letting others choose for you 
Alright, this account was intended to PM WDZ only, but this has been nagging me since the RC version was released. People kept on complaining about the signature sounds and the partially working version of Messenger Plus! Live.
Signature sounds have not been fully remoeved, one part of them was: setting your PERSONAL Signature Sound. Alternatively, now you can only set Signature Sounds for your contacts as ryxdp stated. Moreover, showing contacts' statuses is now optional in the contact list.
As stated a thousand times already regarding Messenger Plus! Live, Windows Live Messenger 14.0 RC has a new skinning mechanism, thus Messenger Plus! Live finds it a bit hard integrating into WLM at this stage. However, the "faries" have been working on a quick fix for this, so we may expect some news in the following weeks. ;]
