Not necessarily. Small changes like this one are suppsoed to be transparent for most skins.
But MenthiX told us to use the "Build" number in our skins...
So, whoever added the "Build" number will now need to update every block of resources that contains it. =P
(btw, Gučna released and update to his skin already, and so have I. Willz's were already prepared for that, I guess, so Ev0 still works.)
