O.P. Add/Remove Programs
Pretty basic question, Do you ever ADD programs through the Add/Remove programs option in the control panel?

Nope, never. I think it has something to do with Autoplay or that it's sooo much easier just to double click an icon than go through Control Panel, etc.

exactly, i'm just thinking, who ever uses it?, if anyone

"Safely remove hardware" is good to use with things like USB thumb drives.  It makes sure all files are closed and any all write buffers are flushed.  Just yanking the drive is usually not a problem because Windows defaults for removable drives were set anticipating people like you, but in some circumstances, it may result in data loss.

No, although there is at least one situation I can think of where it actually does something. 

When you run Terminal Services (Windows server set up to allow multiuser remote desktop access), there are two modes -- user and install.  All logins, including administrator, default to user mode.  You are supposed to put your session in install mode before you install any software (this affects how the registry entries and system files are modified by the installation).  That can be done from command prompt, but when you use Add in Add/Remove Software, install mode gets set automatically.
