Usually not, but a VCR in the middle usually will do conversion for you (no computer needed, but you will have to spend a bit).

Some TVs/monitors have heaps of I/O ports, some have only analog RF in, most are somewhere in between.

Not easily.

I'll assume that your monitor has RGB input only, and that your PS2 has composite video output only, they can't be hotwired together.

why do you need a monitor to act as a TV anyway?

You can however buy adapters for a PS2, along with required software. Look for something by "Blaze", not sure of it's name.
