is really odd how I have the option enabled in my free account, I'm not even using the free trial they offer of Yahoo mail plus

Where does it say you need to pay?

Enabling POP3 (you must enable it) for Yahoo is free, also for free user accounts.

As for hotmail, that doesn't offer a free POP3 service. But you can use some additional program, like mentioned by dreaded, to gather email from Hotmail and simulate a POP3 account for it on your local computer (although, I personally don't find it worth the trouble and resources).
