No one is discussing which one is official, even for there's no such thing as a official Portuguese since Brazil and Portugal are independent countries. So, whichever is official for one will be not for the other and vice-versa.
It seems that, by your logic, all English-language programs should be packed with British English instead of American English. Like you said, Americans only have their language beacause they were a British settlement, so every program written in English should use British English by default. Do you really think so?
No way, kid. Brazilian Portuguese has much more speakers than all others portuguese-speaking countries together, and every big software vendor (like Microsoft) knows that. Foreign software that includes the Portuguese language usually favors PT-BR, not PT-PT. We are a broader market, that's why PT-BR should be used in Messenger Plus! by default too.
