so why didnt the original download contain this file??

it did.  But some people don't read readme files then they complain when something doesn't work

the original download included the ink redistributles but most people didnt read the instrcutions which said what to do with them so werent installed correctly and they end up seeing blasphemy.killercarrot.co.uk

so in other words the connection to killer carrot was there incase the file was not properly installed?? but why did it connect without asking u - u got to admit this may scare many internet uses??

How many installers open web browsers at the end of their run? Quite a few I believe.
The Plus installer does this, and you don't question the integrity of Plus. Yet you question this scenario. Why? What's so different about it?

The only reason a qusetioned it was because on numerous other website they state that the site id actual a hijacker! this is the only thing that caused dout in my mind!!

More then half the information on the internet is utterly incorrect - make sure you go to trusted sources first and even then there is a small chance the information you will find is incorrect.
