Its not that hard... :)
What programing language do you want to do it on?
YouTube closed-captions ripper (also allows you to download videos!)

Well I would like VB 6.0 but if you only know it for C++ I can sorta get the picture (Though I doubt I'd get it to work)

Well its the opposite!:
I do know for VB but i dont know for C++ :P

How to do it:
There is a small program called "VB Shaped form creator" and its free!
Download it from here: http://www.versiontracker.com/dyn/moreinfo/windows/10282
Then design how you want your form to be :)
