there is a bug, when shutting down the computer via anything but start >> shutdown, sometimes it doesn't close and gives a runtime error that make windows un-shutdownable until you click ok on the error,
and graphical problems in windows xp SP2, messenger 6.2.0137, msgPlus! 3.21.104 (see attachment)
thats about it.

I tried to install but it said that I needed Windows Messenger 4 or that it won't install correctly. I deleted the Windows Messenger a while back because I hate it. Can you make it so that we don't need it to install this plugin?

Just install it and use gpedit.msc to deny it from running

Again, you shouldn't have done that...
Take a look at:

there is one reallly simple way of disabeling it to connect to the net
just fill in a fake proxy

The api is still functional this way, for me anyway

Try CTRL + ALT + DEL and see if msn is running in both Applications and processes, close all instances, restart comp, and try again before doing anything else.
