We at the Spanish community saw before that many users were left out for having problems with English. And we have the luck of being the second most used translation (Espaņa + Latin). Make sure you can count with experienced users and the consent of Patchou. Or you will have to call it unofficial in order to match the specifications.
Other than this if you are on the way to open an international forum think of every detail before it happens.

This should be done by the authors of the quote themselves, but if they are not registered here or can't speak English, an admin should be the one who notifies it here (to avoid double reporting the same). You have make rules that control any of these irregularities. For example, change the threadname to "Reported: ..." when you bring anything here from your localised forum officially (ie. quoting the author like I just did).
