Press F5 while booting up
Select "Safe Mode with command prompt", login as admin, and...

YAY!! GOT IT.... NOW I HAVE TO DELETE THIS FOLDER AND IT WONT LET ME!!:(

THIS IS WAT I HAVE TO DELETE:
C:\Documents and Settings\Skin Ticket2\Desktop\Skin Ticket
ITS A FOLDER, AND CMD.EXE WONT REGOCNIZE IT OR SOMESTUPID SHIT.

ill try some other time tho, can u help me with deleting a folder

What is "Skin Ticket"? If it is a program or something, try to uninstall, before you're going to delete it....
