does anyone know of a host that provides decent dedicated servers?

No offense, I wouldn't pay $99 a month for specs like that.

ok thanks, i will probably go with managed, their prices are much cheaper, for servers hosted in the UK, its about £59/month for an equivalent server (that deal works out at £31/month).

Once i have the server set-up is there any website i can learn the basics about managing a server?

Sure. Webhostingtalk.com, forums.ev1servers.net, and tons of other places. Google it . And of course you can usually ask here, a few of us know how to manage servers.
