you do this: start > control panel > peformance and maintence > in other icons > administrative tools > computer management > local users and groups (along the side) > users > right click on administrator > change password > once changed > log off totally > click Ctrl Alt Del twice > enter Administrator (with capital A) > then the password you choose

That just changes the administrator accounts password, he want to make another user, make it an administrator and then hide it from the Welcome Screen...

no it is a account as admin and u cant see it

Or you can use TweakUI (direct link here) to hide accounts. It's a very handy tool for accessing settings that aren't displayed

This will prevent the user from showing up on the welcome screen. You will need to press CTRL-ALT-DEL twice at the logon screen to get the old W2K logon style box to be able to logon to the account you've hidden. Adding a username and setting the value to 1 will cause that user, such as Administrator, to show up on the Welcome screen as well.
