Anything could be wrong, your graphics card could be damaged, a wire slightly broken, or a part in your monitor out of sync. This problem is very common with older monitors (about 10 years old) however it does happen with newer models, but afaik CRTs get this problem the worst.
It sounds daft, but when that happened to someone I know they hit it, turned it off and back on and it worked.
Post some information on your monitor and graphics card, just specs and models will do. Also the age and type of your monitor (CRT, TFT, LCD).
