This would be nice and cool in theory, but in practice this is not doable.
There are millions of users who use the sound feature and if that internal database has to be made public with a databse driven access page so everybody can access, view, sort, play, download sounds from it, it would put a extremely huge strain on the servers. And they already have a big bandwidth use as it is now. It would extremely slow down everything.
The sound feature is more meant as a feature between you and your contact, not between you and the rest of the world. In this light, the servers act as a extremely huge temporary storage device; very old sounds will eventually be deleted (as they are stored on the user's computer anyways).
Other then downloading and installing soundpacks from those sites listed in this thread, you can already download sounds randomly from the database. To do this you need to:
-open a conversation window
-click on the sound icon on the right in the typing area
-select the category you want a sound from
-click on "download random sound"
-(if you like, select a language of the sound)
