Just to prevent you wasting any money, you can try out your webpage from your harddrive. So, no need to get any domain before you have the page up and running, and after that you should run it on a fee server first.
I have no idea how experienced you are, if you knew this and think it is obvious I'm sorry, if not then I didn't waste the precious forum server space.
