In order for others to see your website you will need to upload it to some webspace (well, its the most likely way) and you will also need a domain for people to visit it by... I reccomend dreamhost as Ddunk posted earlier, follow that link.

To make the actuall design you will need to know HTML (Hyper Text Markup Language) and if you want it to be any good, CSS (Cascading Style Sheets). As of what you ought to use to edit them, I would say notepad.

If you want to make graphics, Adobe Photoshop is great.

And you will need Flash to create the kind of content in your link.

I hope to someday be able to provide a system as good as dreamhost. Soon, my system will be better, but I cannot provide something like dreamhost could due to their experience, and they have a team taking care of things. I'm alone.
