Somebody can make a plugin that show idle time of contacts (like ICQ)?

I'm sure that if you use Plus! and check out the action-logs (the logs that log your contacts actions such as signing in and out) you'll be able to see how long they idle.

I know but this is not the really idle time

Well if it depicts that the contact goes into a mode such as 'busy' or 'away' it will tell you how long they are in that mode and when they came out of it.

If you mean how long they've not been typing then this plug-in would not be made, it would be breach of privacy.

No it wouldn't, since whether a person is typing or not is sent over the network, so the info is accessible to a plugin that sniffs the packets.
