DP/Emotes I do not believe to be moveable from one to another. Although, there are programs out there to add icons/dps on mass. You may want to look into one of those to re-add them.
To export Plus! sounds you cannot simply backup your Plus! preferences. You should export all your current sounds into a soundpack and import that soundpack on your new account later on.
