If you are using Messenger Plus! 3 Encrypted Chat Logs, the extension should be *.ple. You could try renaming the extension to *.ple instead of xml
renaming a file doesn't alter its format. Since the file didn't start with those characters at the beginning, it is clear that it isn't an encrypted messenger plus log (.ple file) named wrongly.

XML logs are NOT Messenger Plus! logs. They are logs from MSN Messenger itself. Plus! has got nothing to do with them.
So, of course you're going to get a message that the log isn't a Plus! encrypted log:
1) - The log is not encrypted
2) - It is a MSN Messenger log, not a Messenger Plus! log
To open XLM logs simply open them in Internet Explorer, or open them via MSN Messenger itself (Right click contact > View Message History)

*.PLE => Messenger Plus! encrypted logs
- can not be viewed, nor edited, with an editor
- can be viewed with Messenger Plus! log viewer provided you have the correct password to decrypt them
- Are encrypted
