If it is to control spammers, then so what? It is a shoutbox, not a forum thread or whatever. Also, if one really wants to spam, they then go creating a forum account and start posting like hell to reach x posts. This is even worse...

You don't need to be registered to be able to post in the shoutbox... And if that was a requirement, then people would simply register to the forum just to be able to post in the shoutbox, making the userdb even bigger with useless 0-posts accounts...
