I fail to see how this will help. It's not like your going to clean up your contacts depending on their status?

This will help If you want to talk one of them clicking direct from the Contact List Clean-up window... to ask for example why he/she deleted you... or to talk someone you haven't talked for awhile... so on...

is very annoying have to check if they are online in the contact list instead of there directly...
