Importing/Exporting involves creating a file or files (like exporting/importing the Plus! preferences). This isn't so with this method.
What you need to do is as saralk suggested:
1) set your "old" account to enable POP3 for
all emails
Settings > Forwarding and POP/IMAP > POP Download: enable POP for all mail
and
Settings > Forwarding and POP/IMAP > When messages are accessed with POP: delete GMail's copy (to remove the mails from your old account once they are retrieved)
2) set your "new" account to be able to retrieve
other POP3 accounts (this can be any POP3, but for this purpose it is just another GMail account). So fill in the account data of your "old" account in one of the POP3 retrieval settings of your "new" account.
Settings > Accounts > Get mail from other accounts: add another mail account > fill in all the appropiate fields -correctly-
3) In your "new" account retrieve all email (thus including those other POP3 accounts). This will retrieve the emails from your "old" account and put them in your "new" account as if they are new emails.
4) Go back to your old account and set the forwarding to your new account in case you still want to recieve mail which is send to your old account.
