Probably not as new, but there's nothing wrong with replacing the broken components and release them as replacements for RMA or sell them under a different status.
I worked for a company where they sell a lot of HP desktops and notebooks. HP has the
Renew Program where they sell refurbished machines at a lower price. We would sell machines from the Renew Program at a low price to big national retailers. Those retailers sell the machines in their shops at a regular price without informing the customers it technically isn't a brand new machine. You get full warranty and service on the renew machines, but it's still a bit shady to not inform the buyer. Something like this might happen with other manufacturers like Microsoft too.
