That page will only show worldwide problems. Local problems can still exist (and are far more frequent).
The error code 81000395 usually solves itself after a while....
Althoug an extremely common culprint is the "MSN Messenger protection" from the anti-virus program AVG.
So, if you have AVG, try to disable its Messenger protection:
Overview > Web Shield > Instant Messaging > MSN Protection
------------------------------------------------------
If the error persists then enable your Connectivity Logging.
After that, contact Messenger Support and tell them exactly what error you got and that you have a Connectivity Log you would like to send.
To make a (new) Connectivity Log:
- If Messenger is running, sign out and close it completely.
To do this you need to right click on its icon in the systemtray (far right of the taskbar) and choose "Exit".
- Remove the Connectivity Log if it already exists.
By default, the log will be in your Messenger's "My Received Files" folder, and will be named MsnMsgr.txt.
If you don't know the location of your "My Received Files" folder then start Messenger (don't sign in) and click on the menu: File > Open Received Files.
- Enable Connection Logging if it wasn't already enabled:
- Start Messenger but do not sign in.
- Open up the Advanced Connection Settings panel in the preferences: Tools > Options > Connection > Advanced Settings
- In the lower frame under "Windows Live Messenger Settings", make sure that "Save a log of my server connections to help troubleshoot connection problems" is enabled.
- Press "Ok" to close the panels and to save the setting.
- Now try to sign in again and wait until you get the error.
- Retrieve the new Connectivity Log MsnMsgr.txt.
See step 2 to know where to find it...
-------------------------------------
Also remember that there are also official help pages to deal with some common errors:
http://messenger-support.spaces.live.com/
http://messenger.msn.com/Help/
Other info about this error (and others) can probably be found on the official newsgroup too:
microsoft.public.windows.live.messenger

RE: error code 81000323
If you open AVG, you'll see the "Overview" option to the left.
Click on that and you should have 9 items, one of them is "Web Shield".
Double click there and disable MSN Protection on the Instant Messaging tab.
just copy pasted it from other forum and it helped me

Yeah, that's what I did in both Windows XP and Windows Vista to solve the problem (After a one-hitting-head-on-wall day )
AVG must fix this annoying bug, immediately... -.-
