Use the GNOME bar when using Ubuntu, but use Rocket dock + Object Dock when on Windows.

On Ubuntu: Gnome Do ftw. When I discovered it, it revolutionized my notebook experience.

On Windows: Usual ways.. Start menu, mouse, Win+R. Haven't found a good alternative for Gnome Do on Windows yet =(

I haven't tried Gnome Do, but I've used Launchy, I don't know if it is what you're looking for, but if you haven't tried it might be worth a look.

Personally I am just using the Windows 7 "dock", pinned start menu programs and all programs.
