Allows you to sign-in to the build. I believe it is a simple protocool downgrader, but it is nearly impossible to sustain a conversation. Basically the leak is useless to use practically :P.

RC is a release candidate and typically means it is a stable beta release. RTM means Release To Manufacturer and this is the final build that is shipped with all PCs running Windows 7 :).
