In 5270 you use flip 3D by clicking the icon in quick launch (see attachment.) Is DWM enabled (is it using aero glass or standard)? If you have an AMD Athalon then it is probably a socket A which is easy to upgrade. For example you could buy a faster athalon or a socket A sempron/duron.
