The PS3 has better hardware specs, but the Xbox 360 more games. Some of the games gets ported to PS3 (like Call of Duty 4), and these ports aren't always using the PS3 to the max because the game mainly was written for the Xbox 360.

The skin is applied when Messenger starts because that's when all resources gets loaded, so Messenger Plus! cannot know what account you're going to sign in into. That's why it's a global setting, and applies to all accounts.

It's not possible with skinning, but it is with scripting (using dirty methods). And if you're familiar with C and ASM, you could use internal Messenger functions to draw it, but that's not Java.

Some skins have hidden registry keys, which holds whether or not to hide the advertisement. And then the skin creators made a .reg file to make the option easier to access for his friends. I guess that's where they come from.

You can see that the font, the borders, the selection color and border is different than the Windows ones. This is because they're painted manually. When Plus! paints, it doesn't care about the current font-size or any other default-values at all.
