It's possible that the creator of that skin has disabled winks. I've never bothered looking myself. I beleive you would have to edit some Hex values to get them active again though. From what I remember, you can install Smiley Central, use Ad-aware to get rid of the annoying crap, and still keep it's features...though don't quote me on that.
