I don't think all of the tooltips have to be pre-loaded. Just check it before displaying and rearrange only those that are to be cropped. Most of the things in window can (or could :P) be controlled using keyboard, in fact the only thing I haven't managed to do without mouse is to show/hide window frame in MSN Messenger >6.
