Saving them in the shared folders and in SkyDrive is almost the same thing. You can access them locally on any machine, they're just hosted online. Indeed those are all the files, but wlcomm.exe is installed in C:\Program Files\Windows Live\Contacts. If you take a look in that directory, the file is installed when you run the .msi installer.
